Ana Zorrilla es Licenciada en Derecho por el ITAM, graduada con mención honorífica. También es Maestra en Derecho y Gobierno por American University Washington College of Law (AUWCL) y obtuvo un Certificado en Evaluación de Políticas y Programas Educativos en Georgetown University, ambos en Washington D.C. Es Doctora en Derecho con mención honorífica por el Instituto de Investigaciones Jurídicas de la Universidad Nacional Autónoma de México, graduada con la tesis “Derecho administrativo y servicio público: el sector educativo como caso de estudio”. Ha recibido diversas becas y reconocimientos como el Premio de Investigación Ex ITAM, la beca Fulbright-García Robles, la beca de AUWCL por Especialización en Derecho Administrativo, el Premio Thomas O. Sargentich y el Premio al Mejor Artículo de Investigación en AUWCL.
En el ITAM, desde 2015 se desempeña como Coordinadora de la Clínica en Derecho y Política Pública y del Proyecto de Cultura de la Legalidad. También colaboró como Coordinadora Académica de la Maestría en Derechos Humanos y Garantías y ha impartido cursos en la Maestría en Políticas Públicas. Además, ha participado en proyectos de investigación colaborativa, ha sido consultora de organismos internacionales y forma parte de asociaciones profesionales. Antes de trabajar en el ITAM, fue servidora pública en la Comisión Nacional de Mejora Regulatoria, la Secretaría de Energía y el Instituto Nacional Electoral.
Su trabajo de investigación se enfoca en la educación y se construye sobre tres pilares. El primero es el estudio del servicio educativo desde las perspectivas del diseño regulatorio y de los derechos humanos. El segundo pilar es la enseñanza del derecho, a fin de explorar técnicas pedagógicas innovadoras que permitan que el alumnado desarrolle sus capacidades, se motive y aprenda de la mejor manera que sea posible. El tercer pilar se relaciona con la formación ética, a fin de que cada persona comprenda su rol como agente relevante para el cambio social.
Ana Zorrilla holds a Bachelor of Laws with Honorary Mention from ITAM, a Master of Laws in Law and Government from American University Washington College of Law (AUWCL), a Certificate in Education Policy and Program Evaluation from Georgetown University, and a PhD in Law with Honorary Mention from IIJ-UNAM (Instituto de Investigaciones Jurídicas-Universidad Nacional Autónoma de México), with the dissertation “Administrative law and public service: a case study on the education sector”. She has received diverse grants and awards, such as the Ex ITAM Research Award, the Fulbright-García Robles Scholarship, the Fellowship in Administrative Law at AUWCL, the Thomas O. Sargentich Award, as well as the Outstanding Research and Writing Award at AUWCL.
At ITAM, since 2015 she works as the Coordinator of the Project on Culture of Lawfulness and the Law and Public Policy Clinic. She has collaborated as the Academic Coordinator of the Masters in Human Rights and Guarantees Program and has taught courses in the Masters in Public Policy Program. She has also participated in collaborative research projects, has been a consultant for international organizations and is member of professional associations. Before working at ITAM, she was a public servant at the National Electoral Institute, the Ministry of Energy, and the National Commission for Regulatory Improvement.
Her research work focuses on education and is built on three pillars. The first is the study of education services from the perspectives of regulatory design and human rights. The second pillar is legal education, to explore innovative pedagogical techniques that allow students to develop their skills, get motivated and learn in the best possible way. The third pillar is related to professional ethics, so that students understand their role as relevant agents of social change
